If they're busy dealing with your harassment, they're not paying so much attention to attacking you.

keep harassing your enemy send out groups of units to destroy their metal expansions and kill their scouts.

If they're blue then you have more energy or metal than you can store, so build more factories or more storage. If they're yellow you're spending more energy or metal than you're getting, so build more energy plants or metal extractors. If those bars run low your efficiency will drop considerably.
